    The changes to the planning system through the LURA include new supplementary plans, instead of supplementary planning documents, which now must go through examination, and should be given more weight in decision making. Supplementary plans can cover detail on housing, infrastructure and design.

    As per some research we did, summarised in this blog on an analysis of local plans and local area requirements, we think that this consideration is an OUTPUT, and created during the local plan process.
