The Annual Position Statement (APS), a document used to demonstrate a local planning authority's 5-year housing land supply, is no longer a formal requirement in the National Planning Policy Framework (NPPF). While the concept was removed in December 2024, transitional arrangements apply for local planning authorities that had already submitted and examined an APS. Essentially, the need to formally submit an APS has been scrapped, but the underlying principle of demonstrating a 5-year housing land supply remains.
