As per some research we did, summarised in this blog on an analysis of local plans and local area requirements, we're confident that this consideration acts as an INPUT to the process of creating a local plan.

We have been unable to find any sort of information on the frequency with which this data is likely to be updated.

Although we have some data for locally listed buildings on planning.data.gov.uk, we need to take the locally list buildings or local heritage site consideration through our data design process to determine how we should handle it, who should provide data for it and what data is required for the dataset(s) to be valuable.
